Recently, something has caused the 32-bit side of DirectShow to completely break.

My problem with your solution is in Windows 10, I dont have permission to change the permission. I know the cable and the camera work, because a Ubuntu laptop recognises the camera and Kino can cpture, although it has a permission problem too. I took a time off to take a look at this issue, I know the issue is not the PCI board because it's working and I've use it to do hundreds of thousands captures/dv transfer over the past 13 years with it.
